Solar and battery rebates available to Warragul households

Solar rebates in Warragul for 2026: the Solar Homes panel rebate and loan, the federal battery discount, the STC discount, what has closed and the steps.

A Warragul household buying solar in late 2026 can use up to three incentives: the federal STC discount on panels, the federal Cheaper Home Batteries discount on an eligible battery, and, if it qualifies, the Victorian Solar Homes panel rebate with an optional interest-free loan. The two federal discounts are normally taken off the quote by the installer. The state rebate has its own eligibility test and must be approved before anything goes on the roof.

This page sets out each incentive as Solar Victoria, the federal energy department and the Clean Energy Regulator describe them on 31 October 2026, in the order you would use them. Rebate amounts and caps change, so the dollar limits are left to the official pages linked below.

Which solar and battery incentives are open in October 2026?

Incentive Run by Status
STC discount on panels Clean Energy Regulator Open
Cheaper Home Batteries Federal energy department Open
Solar Homes panel rebate Solar Victoria Open to 30 June 2027
Solar Homes loan Solar Victoria Open with the rebate
Solar Victoria battery loan Solar Victoria Closed
  • STC discount on panels: a federal discount on rooftop solar systems, which the installer takes off the price. It winds down each year to 2030.
  • Cheaper Home Batteries: administered by the Clean Energy Regulator for the federal department. It applies to batteries of 5 to 100 kWh added to new or existing solar, and the installer usually takes it off the price. It opened on 1 July 2025 and changed from 1 May 2026.
  • Solar Homes panel rebate: for solar panels on the homes of eligible owner-occupiers, approved through the Solar Victoria portal before installation.
  • Solar Homes interest-free loan: an optional loan matching the panel rebate, which you opt in to when you apply.
  • Solar Victoria battery loan: covered batteries, but it is closed to new applications, so there is no way to get it now.

Solar Victoria states that it is no longer taking applications for its interest-free battery loans. Any quote or advertisement offering a Victorian battery rebate is out of date.

Who is eligible for the Solar Homes panel rebate?

Solar Victoria’s solar panel rebate page lists the conditions. You need to meet every one:

  1. You are the owner-occupier of an existing home, or the owner of a home under construction, where the system will go.
  2. The combined taxable income of all owners is below the program cap.
  3. The property value is below the program limit.
  4. The address has not had a solar panel system installed in the last 10 years.
  5. The address has not already received a panel or battery rebate under the program.
  6. You use an authorised solar retailer and products from Solar Victoria’s eligible list.

If you received a Solar Homes rebate or loan and then moved, you may be able to apply at the new address, provided it has not received one before. Check the current income and property caps on Solar Victoria’s page, because they are set by the program and can change.

The 10 year rule matters around Warragul because many homes in the district already have an earlier system. If yours went on less than 10 years ago, an upgrade or expansion will not attract the state rebate, though the federal certificate discount on any new panels can still apply.

In what order do the Solar Homes steps happen?

Solar Victoria sets this sequence:

  1. Read the buyers guide and research your options.
  2. Talk with an authorised solar retailer.
  3. Choose a system from products on the approved list.
  4. Get a written quote, which the retailer uploads to the Solar Victoria portal.
  5. Wait for the email confirming the quote is uploaded.
  6. Get network pre-approval to connect and export.
  7. Upload your eligibility documents to the portal.
  8. Wait for Solar Victoria to confirm eligibility and send your QR code.
  9. Install within 120 days, or 270 days for a home being built.
  10. Pay the retailer the total cost minus the rebate.
  11. Start repaying the loan, if you took one.

Step 6 is the AusNet pre-approval, explained in the AusNet connection guide for Warragul. The point to remember: Solar Victoria says that if you install before your eligibility is approved, you will not receive a rebate.

How does the Solar Homes interest-free loan work?

The loan is optional and matches the rebate amount. Since 1 May 2026 you must select it when you apply, so decide before you lodge. Repayments are monthly over 4 years and begin 30 days after your installation is approved. The loan reduces what you pay the retailer on the day, and you repay Solar Victoria over the following four years.

What changes after 30 June 2027?

On 17 October 2026 the Victorian Government announced that solar panel support will move into the Victorian Energy Upgrades program from 1 July 2027. Solar Victoria says the current Solar Homes arrangements stay in place until 30 June 2027. If you want the current Solar Homes terms, plan to have your application approved and installed well before the changeover.

How does the federal battery discount work?

The Cheaper Home Batteries Program gives households, businesses and community organisations around 30% off the upfront cost of an eligible battery between 5 and 100 kWh, connected to new or existing solar. It is paid as small-scale technology certificates based on the battery’s usable capacity, and the federal department says it will be reviewed at least annually and decrease over time until 2030. Program changes started on 1 May 2026.

The Clean Energy Regulator lists the conditions for a battery to earn certificates:

  • one battery system per premises (one per NMI for a grid connected home)
  • the battery was made within 12 months of installation and has not been installed or claimed before
  • it is installed with a solar system of no more than 1 MW
  • nominal capacity of 5 to 100 kWh
  • it is on the Clean Energy Council approved battery list
  • it complies with AS/NZS 5139:2019 and state electrical safety law
  • it is technically capable of joining a virtual power plant
  • it is installed by an SAA accredited installer with a battery endorsement

Certificates are only claimed on the first 50 kWh of usable capacity. How to size a battery for your evening use is covered on the home battery installation page.

How much does the battery discount shrink over time?

The Clean Energy Regulator publishes a certificate factor per kWh of usable capacity for each period, and applies a taper to larger batteries.

Period Certificates per kWh
January to April 2026 8.4
May to December 2026 6.8
January to June 2027 5.7
July to December 2027 5.2
January to June 2028 4.6
July to December 2028 4.1
January to June 2029 3.6
July to December 2029 3.1
January to June 2030 2.6
July to December 2030 2.1
Usable capacity band Share of the factor applied
First 14 kWh 100%
Above 14 kWh up to 28 kWh 60%
Above 28 kWh up to 50 kWh 15%

So a 10 kWh battery earns the full factor on all of its capacity, while a 30 kWh battery earns a reduced share on everything above 14 kWh.

What about the STC discount on panels?

Rooftop solar systems also create certificates under the same federal scheme. Installers normally apply their value as an upfront discount, and the published averages on the Warragul solar and battery cost guide already include it. The panel discount winds back each year until the scheme ends in 2030.

Does a new home in Warragul or Drouin qualify?

Yes, an owner of a home under construction can apply for the panel rebate. Solar Victoria advises talking to your builder early, preferably at planning stage, and gives 270 days to install after approval. The Solar Homes hot water rebate is not available while the home is under construction. Solar Victoria also says that new homes must be all-electric from 1 January 2027. More on timing solar with a build is on the solar for new homes page.

If you would like a provider to confirm which incentives apply to your address, you can send a rebate question with your enquiry.

Next step: check eligibility, then ask for a quote

Before you enquire, note whether you own and live in the home, roughly when any existing system was installed, and whether you want the interest-free loan. In the enquiry, say whether you are after panels, a battery or both, and give your suburb. Then start a solar rebate enquiry for your Warragul home and an independent provider, ideally a Solar Homes authorised retailer, can quote and handle the paperwork. Before signing, run through the solar quote checklist.

Frequently asked questions

Can I get the Solar Homes rebate if my house already has old solar panels?

Only if no solar panel system has been installed at the address in the last 10 years and the address has not already received a Solar Homes panel or battery rebate. An older system put in more than 10 years ago does not by itself rule you out.

Is there still a Victorian battery rebate?

No. Solar Victoria is no longer taking applications for its interest-free battery loans. The discount available on a battery now is the federal Cheaper Home Batteries Program, which the installer usually applies to the quote.

What happens if my installer fits the panels before Solar Victoria approves me?

Solar Victoria says that if a system is installed before eligibility is approved, no rebate is paid. Wait for the eligibility confirmation and QR code before installation day, even if the installer offers an earlier date.

When do I start repaying the Solar Homes loan?

Repayments begin 30 days after your installation is approved and run monthly over 4 years. Since 1 May 2026 you must choose the loan when you apply, so it cannot be added later in the process.

Will Solar Homes end in 2027?

Solar Victoria says the current arrangements stay until 30 June 2027 and panel support moves into the Victorian Energy Upgrades program from 1 July 2027. Check Solar Victoria's site for how the new arrangement will work before planning a mid 2027 install.

Can a business or farm near Warragul get the battery discount?

The federal energy department says the Cheaper Home Batteries discount is open to households, businesses and community organisations, for batteries from 5 to 100 kWh connected to new or existing solar. Only one battery system per premises can earn certificates.
